  • Description: The urban regeneration of cities is a classical planning dilemma. Baghdad city centre is suffering from many problems such as environmental pollution, a low standard of infrastructure, functional disorder, traffic congestion, uncontrolled land use, and deteriorated physical conditions. A central objective of this investigation is to explore how the urban regeneration of Baghdad city centre could be carried out via the practice of urban development, in a way that promotes environmental sustainability. The findings illustrate a common phenomenon, which is that conservation-led regeneration for compact city centres is more environmentally relevant than a large scale development process. In order to reduce the risk factors connected to the destruction of urban heritage in city centres under the pressure of transformation, sustainable urban development should not be neutral. It should restrict the decision-making in environmentally urban regeneration through a multiple evaluation process, and should promote projects.
